Meeting Minutes for the Forensic Science Institute of Ohio
The Annual Meeting of the FSIO was called to order on December 10, 2015, at 10:05 am, at the Columbus Forensic Services Center, 770 East Woodrow Ave., Columbus, Ohio. President James Smith (BCI London) presided over the meeting.
The following Members and guests were present: Tammy Bonner (OSHP), Bob Budgake (Canton-Stark Retired), David Cogan (Toledo), Angela Farrington (Columbus), Pamela Gibson ((OSHP), Karen Kwek (BCI London), Jeff Lynn (BGSU), Tracy Cheaney-Plummer (Columbus), Heather Sheskey (OSHP), Jacqueline Smith (OSHP), Shay Smith (OSHP), Jami StClair (Columbus), Denise Rankin (Miami Valley), Lynne Strainic (OSHP), Steve Schierholt (Ohio Board of Pharmacy), Abby Schwaderer (BCI London), Tony Tambasco (Mansfield), Mike Trimpe (Hamilton Co.), Brandon Werry (OSHP) and Chad Wissinger (State Fire Marshal). A quorum was present. Eleven of the sixteen eligible voters were represented. Linda Erdei (Lake Co.) was represented by proxy.
Steve Schierholt reiterated his request for drug submission data from Ohio’s crime labs. After a lengthy discussion, he agreed to visit either OSHP or BCI, to determine if individual lab’s raw data can be retrieved from NFLIS. Furthermore, Steve indicated that they need the county of origin for this data. He agreed to meet with us again at our March meeting, to further discuss this issue. In addition, Steve shared an informational handout, which is attached.
Secretary Budgake presented the minutes of the September 10, 2015 Meeting. The minutes were reviewed and approved. Motion, Chad Wissinger; Second, Tony Tambasco. All Members voted in the affirmative.
Chad Wissinger presented the Treasurer’s report. His report disclosed that the FSIO has a checking account balance of $19,787 and the Tong Award’s Fund has a balance of $40,624. Chad advised that this year’s Court Testimony and the ASCLD/LAB Accessor Courses generated a profit of approximately $6,600.
Old Business:
Jeff Lynn announced that the new FSIO website was created and is available for viewing at www.bgsu.edu/FSIO . The intent is to allow users to register for courses, obtain a membership form, view upcoming courses and read various FSIO documents such as the minutes and code of regulations. Jeff asked the Members to view this site and proffer any suggestions.
Jeff Lynn stated that the NES Advanced Clan Lab Training Class, took place at BGSU/BCI Bowling Green, October 19-21. There were thirty-five attendees. Jeff thought that the presentation went very well.
Jeff Lynn indicated that a BGSU professor was willing to present a Hyper Geometrics Sampling Class for a $1,000 fee. He also revealed that a web based training module, regarding this subject, will be available soon. Karen Kwek recommended that we postpone a decision on offering the class, until we are able to view this module, to see if it will meet our training needs. The Membership concurred. Jeff indicated that other training modules will also be available such as ethics, a legal introduction and pharmacophore issues. Their intent is to offer these web based courses for free. Jeff stated that to be able to access these, the user must provide an outbound IP address for their agency. This is a necessary security measure.
Karen Kwek reported that a meeting of Ohio’s latent print examiners took place on November 5th, at the Columbus Police Training Academy. Twenty-four individuals attended, representing seven agencies. Karen revealed that they expected more attendees, but the Cogent user’s group meeting was being held concurrently. She thanked BCI Forensic Scientist Daniel Steiner for his role in organizing and moderating this meeting and the Columbus Crime Lab for hosting this meeting. Karen highlighted some of their discussion points such as print sufficiency, verifications, blind verifications, documentation, processing, AFIS/NGI (Next Generation ID) and comparisons. Karen also shared that the State has requested RFPs for an AFIS/Automated Biometrics ID system. She added that in the future, the locals will have to go through the State’s system to query the FBI database. Karen indicated that the AG will have future regional meetings regarding this topic. The Members questioned the food expenses for this meeting, which exceeded $500. Karen thought the reason for this was that they had ordered excess food, because they were expecting many more attendees. Karen indicated she will explore this matter further.
Treasurer Wissinger revealed that he applied for a FSIO debit card. Some issues arose because the FSIO account was originally set-up as a personal versus a business account. The new debit card is now a business account. He also shared that he set up a business interest bearing savings account and transferred $5,000 into it. Chad reported that a Tong awardee has yet to cash the award check. He is currently researching this concern.
Lynne Strainic advised that they were in contact with Jason Nawyn, US Army Criminal Investigation Lab, regarding instructing a two day Mass Spectral Interpretation Course. Some of OSHP’s staff attended a one day version of this course sponsored by MAFS and highly recommended it. Mr. Nawyn advised that he will only charge for travel expenses, estimated at $2,000-$3,000. He requested a student cap of 30. The membership suggested a course offering date in the summer of 2016 and a tuition fee of $200. Motion to proceed with this offering, Bob Budgake; Second, Mike Trimpe. All Members voted in the affirmative.
New Business:
Bob Budgake presented the Membership application of Rebecca Barlag, the new Director of Forensic Chemistry at Ohio U. and the Emeritus application of Tim Shepherd, retired forensic criminalist for the Springfield PD. Tim was a founding FSIO Member. Motion to accept, Bob Budgake; Second, Brandon Werry. All Members voted in the affirmative. The Members expressed their best wishes to both these individuals. One who is starting a new career path and the other retiring to sunny South Carolina.
David Cogan, Chairman of the Nominating Committee, presented the following slate of officers for year 2016: President-Elect – Jeff Lynn (will become President in 2017), Secretary – Bob Budgake and Treasurer – Chad Wissinger. Motion to close the nominations and approve the presented slate of candidates, Dave Cogan; Second, Jami StClair. All Members voted in the affirmative. Brandon Werry (OSHP) will become President on January 1, 2016. Current President Jim Smith will remain on the Board and serve as Advisor.
Jeff Lynn reported that they will be sponsoring a Ron Smith and Associates course entitled: Scientific Analysis (ACE-V): From the Laboratory to the Witness Stand. A detailed course description can be obtained at the Ron Smith website. The course will be held May 16-20, 2016, at BCI Bowling Green. Jeff has secured a room rate of $85 a night plus tax at the Hampton Inn. Michele Triplett will be the instructor. A lengthy discussion ensued regarding the FSIO subsidizing this offering. Mike Trimpe motioned that the FSIO subsidize this course in the amount of $7,500. This amount would permit 17 students from FSIO labs to attend for free. A seconding of this motion did not follow. This motion died. Tony Tambasco motioned to permit the FSIO to offer member agencies a $200 scholarship per attendee. Therefore, the subsidized attendee will be required to pay $400 for tuition vs. $600. Second, Angela Farrington. All Members voted in the affirmative. Jeff promised to circulate a class flyer shortly.
Bob Budgake queried the group regarding a request from Mideo Systems, Inc. to sponsor a computer based fingerprint comparison training program for Ohio. The Members expressed concerns regarding this request since not all of the FSIO member labs have latent comparison sections. The Membership concurred that any interested parties can contact Mideo directly.
The next meeting of the FSIO is scheduled for 10 am, Thursday, March 10, 2016, at the Ohio Fire Academy, 8895 East Main St., Reynoldsburg, Ohio. Motion, Chad Wissinger; Second, Bob Budgake. All Members voted in the affirmative.

A Meeting of the FSIO was called to order on March 10, 2016, at 10:00 am, at the Ohio Fire Academy, Room 2305, 8895 East Main St., Reynoldsburg, Ohio. President Brandon Werry (OSHP) presided over the meeting.
The following Members and guests were present: Rebecca Barlag (Ohio U.), Bob Budgake (Canton-Stark Retired), Joan Burke (Hamilton Co.), Nasir Butt (Cuyahoga Co.), David Cogan (Toledo), Tom Gilson (Cuyahoga Co.), Karen Kwek (BCI London), Kevin Lattyak (Hamilton Co.), Jeff Lynn (BGSU), Jason MacDonald (Ohio Board of Pharmacy), Brian Scowden (Hamilton Co.), Heather Sheskey (OSHP), Jay Spencer (Canton-Stark), Jami StClair (Columbus), Steve Schierholt (Ohio Board of Pharmacy), Jim Smith (BCI London) and Chad Wissinger (State Fire Marshal). A quorum was achieved. Nine of the sixteen eligible voters were present.
Steve Schierholt and Jason MacDonald demonstrated a software program utilizing the NFLIS data that the Ohio’s labs submit. Overall, the membership was impressed with the product developed since our last meeting. The membership suggested that once the Board of Pharmacy goes on line with this software and the labs are able to query it, we will be better able to offer suggestions for improvement.
Secretary Budgake presented the minutes of the December 10, 2015 meeting. The minutes were reviewed and approved. Motion, Jami StClair; Second, Chad Wissinger. All Members voted in the affirmative.
Chad Wissinger presented the Treasurer’s report. His report disclosed that the FSIO has a checking account balance of $20,327 and the Tong Award’s Fund has a balance of $38,943.
Old Business:
Jeff Lynn updated the membership regarding the FSIO website www.bgsu.edu/FSIO. Jeff revealed that some Members indicated that the site was too BGSU focused. Jeff addressed this concern with the University with no avail. Other suggestions given were to allow labs to post internship opportunities and that Ohio U. delete the old FSIO website from their server. Jeff asked that the membership continue to view this site and proffer any suggestions for improvement.
Jeff Lynn stated that a web based training module for Hyper Geometrics Sampling will be available soon. Their intent is to offer this web based course for free. Jeff indicated that to be able to access this module, the user must provide an outbound IP address for their agency. This request is a necessary security measure.
Karen Kwek investigated the food expenditures, which were in excess of $500, for a meeting of Ohio’s latent print examiners, held November 5, 2015, at the Columbus Police Training Academy. She stated that excess food was ordered because registrations were double the actual attendees. A national Cogent User’s meeting was being held concurrently, which undoubtedly contributed to this lower than expected turnout. Since the food order was placed in advance, there was nothing that could be done to avoid this overage. Karen assured the membership that nothing inappropriate took place. It is expected that the examiners will return to their normal girths in a few weeks.
President Werry, on behalf of Lynne Strainic (OSHP), advised that they were in contact with Jason Nawyn, US Army Criminal Investigation Lab, regarding instructing a one day Mass Spectral Interpretation Course. Mr. Nawyn advised that he will only charge for travel expenses, estimated not to surpass $1,000. The membership suggested a course offering date of July 28, 2016. A $200 tuition charge was established at our December meeting. After a lengthy discussion, led by Jami StClair, the membership suggested the tuition be revised to $25 and that FSIO pick up lunch, not to exceed $500. Motion to amend the tuition charge and provide lunch, Jami StClair; Second, Chad Wissinger. All Members voted in the affirmative.
Jeff Lynn reported that the Ron Smith and Associates course entitled: Scientific Analysis (ACE-V): From the Laboratory to the Witness Stand, will be held May 16-20, 2016, at BCI Bowling Green. New Business:
Bob Budgake instructed that the current Board of Trustees for Tong Awards Fund consists of himself, Peter Harrington, Sonja Rawn, Larry Rentz and Chad Wissinger. Bob suggested that Dr. Harrington be replaced on this board by Dr. Rebecca Barlag. This request was made to conform with the establishing donor’s (Dr. Tong) directive to have the Director of the OU Forensic Chemistry program on this board. Motion, Bob Budgake; Second, Chad Wissinger. All Members voted in the affirmative. Bob also recommended that this board should meet soon to review the investment portfolio.
The next meeting of the FSIO is scheduled for 10 am, Thursday, June 9, 2016, at the Cuyahoga Co. Regional Forensic Science Lab, 11001 Cedar Avenue, Cleveland OH 44106. A Meeting of the FSIO was called to order on June 9, 2016, at 10:07 am, in the first floor conference room, Cuyahoga County Regional Forensic Lab, 11001 Cedar Ave., Cleveland, Ohio. President Brandon Werry (OSHP) presided over the meeting.
The following Members and guests were present: Bob Budgake (Canton-Stark Retired), Nasir Butt (Cuyahoga Co.), Melissa Darby (OCJS), Linda Erdei (Lake Co.), Michele Foster (Canton-Stark Co.), Tom Gilson (Cuyahoga Co.), Steve Greene (BCI Retired), Harmeet Kaur (Cuyahoga Co.), Kevin Lattyak (Hamilton Co.), Jeff Lynn (BGSU), Denise Rankin (Miami Valley), Doug Rohde (Lake Co.), Dawn Schilens (Cuyahoga Co.), Jim Smith (BCI London), Jami StClair (Columbus), Lynne Strainic (OSHP), Tony Tambasco (Mansfield), Mike Trimpe (Hamilton Co.), Alan Wedd (OCJS) and Chad Wissinger (State Fire Marshal). Secretary Budgake presented the minutes of the March 10, 2016 meeting. The minutes were reviewed, admired and approved. Motion, Denise Rankin; Second, Jami StClair. All Members voted in the affirmative.
Chad Wissinger presented the Treasurer’s report. He disclosed that the FSIO has a checking/savings account balance of $19,902 and the Tong Award’s Fund has a balance of $40,913. Chad advised that the switch to a business account has taken place and that the application for bonding, due every three years, has been filed. Additionally Chad requested the Tong Awards Fund Trustees meet a half hour before our next meeting to discuss future investment options. Bob Budgake stated that he will advise the Trustees of this request.
Old Business:
Bob Budgake, on behalf of Steve Schierholt (Board of Pharmacy), queried the membership regarding their critique of the software program utilizing the NFLIS data that the Ohio’s labs submit. Overall, the membership was impressed with the product and proffered no suggestions for improvement.
Jeff Lynn reported that the FSIO website www.bgsu.edu/FSIO is continually being updated and encouraged the membership to offer suggestions for improvement.
Jeff Lynn revealed that the web based training module for Hyper Geometrics Sampling is not complete, but hoped it would be available by our next meeting. Their intent is to offer this web based course for free.
Lynne Strainic advised that they received 25 applications for the one day Mass Spectral Interpretation Course, to be conducted by Jason Nawyn, US Army Criminal Investigation Lab. This course will be offered on July 28, 2016 at the Fire Academy. There is a $25 tuition charge and a class limit of 45 attendees. President Werry surveyed the group to ascertain if they can open the enrollment to forensic students. No objections were expressed by the membership.
Jeff Lynn reported that the Ron Smith and Associates course entitled: Scientific Analysis (ACE-V): From the Laboratory to the Witness Stand, was held May 16-20, 2016, at BCI Bowling Green. Jeff reminded the FSIO member agencies, that a $200 FSIO scholarship per attendee is available. He stated that two agencies qualified for this scholarship.
New Business:
Doug Rohde announced that the Society of Forensic Toxicologists (SOFT) are planning an Ohio workshop regarding alcohol and drug analysis in biological fluids. This offering is planned for August 29-30, 2016, at the University of Dayton. Doug revealed an impressive list of Ohio toxicologists that are planning to teach a portion of this workshop. He was unsure of the tuition fee, since this course has not been formally approved, but thought it will be in the neighborhood of $100. He encouraged interested individuals to monitor the SOFT website www.soft-tox.org for a formal announcement and registration information.
President Werry suggested that we pick a date at our next meeting, to establish a meeting of the Ohio drug analysts, for the main purpose of discussing the forensic implications of the recently passed Ohio medical marihuana legislation. Jeff Lynn offered their Bowling Green facility as a possible meeting location. Brandon summarized the legislation stating that smoking marihuana will not be permissible, but vaping products, patches and edibles will be the intended method of delivery. He further stated that the Board of Pharmacy will oversee the dispensaries and the Department of Commerce will oversee the growing and distribution.

Secretary Budgake presented the minutes of the June 9, 2016 meeting. The minutes were reviewed and approved. Motion, Chad Wissinger; Second, Mike Trimpe. All Members voted in the affirmative.
Chad Wissinger presented the Treasurer’s report. He disclosed that the FSIO has a checking account balance of $14,288, a savings account balance of $5,000 and a Tong Award’s Fund balance of $41,456. Chad advised that the recent debit card he received is drawing funds out of savings, instead of checking. Chad plans to rectify this issue shortly. Additionally, Chad advised that the Tong Awards Fund Trustees (Barlag, Budgake, Rawn, Rentz & Wissinger) met just prior to the FSIO meeting, to discuss future investment options. He stated that the Trustees intend to keep this investment in the current mutual fund, but plan to closely monitor the fund’s performance, with the long term goal of investing in a more predictable investment such as a CD or bond.
Old Business:
President Werry, on behalf of Jeff Lynn (Bowling Green), revealed that the web based training module for Hyper Geometrics Sampling is not achievable at this time. The membership tabled this matter.
Lynne Strainic advised that they had 38 attendees, from nine labs and two universities, for the Mass Spectral Interpretation Course, conducted by Jason Nawyn, US Army Criminal Investigation Lab. This course was on July 28, 2016 at the Fire Academy.
Lynne stated that most of the reviews were very positive. The neutral/negative ratings received were concerning classroom computer problems at the start and a poor print quality handout of mass spectral data. Subsequently, Lynne stated that each attendee received a CD of this handout material.
President Werry suggested that we delay organizing a meeting of the Ohio drug analysts, until the administrative policies of the recently passed Ohio medical marihuana
legislation are established. In addition to this legislation topic, the Members suggested that the following ought to be discussed:
- Safety issues regarding carfentanil and other potent drugs
- Procurement of standards
- Information sharing between labs
Jami StClair recommended that we also consider sponsoring group meetings of our other disciplines in 2017.
New Business:
Bob Budgake presented the Emeritus Membership application of Larry Rentz, who retired from BCI-Bowling Green on August 1st. Larry is a long time Member of the FSIO and served as President twice. Motion to accept, Bob Budgake; Second, Chad Wissinger. All Members voted in the affirmative.
President Werry led a discussion regarding future FSIO courses. The membership decided to have a course moratorium in 2017, since we will directly compete with the September 2017 MAFS meeting and workshops, in Cincinnati. Mike Trimpe asked the group for MAFS workshop suggestions. The following were proffered:
- Chemistry refresher course
- Hyper Geometrics sampling
- LCMS drug analysis
Bob Budgake instructed that Advisor (Past President) Jim Smith was responsible for establishing and presenting a slate of candidates for the offices of Treasurer, Secretary and President Elect at our December meeting. Jim appeared quite enthusiastic to take on this responsibility. Chad Wissinger and Bob Budgake, both indicated that they were willing to continue serving as Treasurer and Secretary, respectively.
The next meeting of the FSIO, which is our Annual Meeting, is scheduled for 10 am, Thursday, December 8, 2016, at the Ohio Fire Academy, 8895 East Main St., Reynoldsburg, Ohio. Motion, Chad Wissinger; Second, Bob Budgake. All Members voted in the affirmative.

Chad Wissinger presented the Treasurer’s report. He disclosed that the FSIO has a checking account balance of $15,196, a savings account balance of $4,476 and a Tong Award’s Fund balance of $42,781. The Tong fund owes the FSIO $9,270 for awards paid, on its behalf, since 2004. Chad continues to recommend that we delay any reimbursement, until the fund is self-sustaining i.e. maintaining the $35,000 principal, while paying the annual awards. In 2016, the awards paid totaled $600. The Tong Fund Board continues to monitor these investments, with a goal of providing a more secure and reliable source of income in the future.
Old Business:
President Werry was not present to report on organizing a 2017 meeting of Ohio’s drug analysts. This matter was tabled until our next meeting.
Past President Smith queried the group for suggestions regarding additional discipline meetings for 2017. Chad Wissinger proposed a digital evidence session and will eagerly explore the feasibility. No other suggestions were proffered. Jim Smith encouraged the Members to survey their staffs for additional recommendations.
Mike Trimpe provided a flyer detailing the MAFS meeting to be held in Cincinnati, September 17-22, 2017. This flyer is incorporated into the minutes. Mike anticipates approximately 350 attendees.

Treasurer Wissinger indicated that an audit of the FSIO finances is due. Nasir Butt and Jeff Lynn passionately volunteered to perform this task at our next meeting.
Jami StClair suggested that we consider some form of a sponsorship for the MAFS meeting. Mike Trimpe volunteered to explore the possibilities and report back to the FSIO.
