Project Governance Process

This procedure applies to all IT projects with the exception of those that address regulatory compliance, including software upgrades mandated by a vendor, or address security vulnerabilities.

The process is defined in 5 steps below:

The requester completes and submits the IT Project Evaluation Request Form.

The Project Management Office (PMO) reviews the request and determines whether it should proceed through the IT project governance process or be assigned to an ITS team as operational work.

For requests identified as projects, a project assessment is completed and submitted to the Executive Steering Committee (ESC) for approval to proceed through the ITS governance process.

The requester presents the proposed project at the Project Advisory Committee (PAC) meeting to gather cross-functional feedback, assess impacts, and identify related or overlapping initiatives.

The Director of Project Management presents the project and PAC feedback to the Executive Steering Committee (ESC) for approval.

If approved and ITS has available capacity, the project is added to the project pipeline. If capacity is not available, the ESC will determine whether existing projects should be paused or reprioritized. If no capacity adjustments are made, the request is deferred and may be resubmitted after six months.
