Project Governance Process
The ITS project governance process applies to all information technology projects to ensure appropriate review, prioritization, and alignment with institutional goals. Projects required to address regulatory compliance or critical security vulnerabilities may follow an expedited or alternative review path, as determined by ITS leadership.
The process is defined in 6 steps below:
A Project Evaluation Request is submitted to propose a potential software, hardware, or technology project requiring ITS resources. The request provides initial information about the business need and proposed technology effort.
ITS reviews the request to determine the appropriate path forward. Requests identified as potential projects are referred to the Project Management Office (PMO) for further evaluation. Requests that are better addressed through an existing ITS service or as ongoing operational work are redirected appropriately.
For requests identified as potential projects, a Project Request Assessment is completed and submitted to the Executive Sponsors Committee (ESC) for initial review and approval to enter the ITS project governance process.
The requester presents the proposed project at the Project Advisory Committee (PAC) meeting to gather cross-functional feedback, assess impacts, and identify related or overlapping initiatives.
The Director of Project Management presents the project and PAC feedback to the Executive Sponsors Committee (ESC) for approval.
If approved, the project is placed in the ITS project pipeline based on priority and available resource capacity. If sufficient capacity is not available, the Executive Sponsors Committee (ESC) will determine whether existing projects should be paused or reprioritized. If no capacity adjustments are made, the request is deferred and may be resubmitted after six months.
