Establishing Ohio residency for tuition purposes

Residency for tuition purposes is determined by the Ohio Department of Higher Education, the state’s coordinating agency for higher education. Students classified as Ohio residents for tuition purposes receive the benefit of a state-supported education funded largely by Ohio taxpayers.

These guidelines are designed to ensure that individuals in Ohio primarily for the purpose of attending college at reduced cost are not classified as residents.

It is important to note that the definition of an “Ohio resident” for tuition purposes may differ from residency definitions for tax, voting, welfare, or driver’s license purposes. To be classified as a resident for tuition purposes, a student must meet the guidelines for residency as defined by the Ohio Department of Higher Education.

How to apply for Ohio residency

Regulations used to determine Ohio state residency are found under Section 3333.31 of the Ohio Revised Code and regulations set by the Ohio Revised Code. Bowling Green State University applies these rules based on the information you provide in your application and supporting documentation.

The University provides a fair opportunity to present evidence, which may include affidavits, sworn or notarized documents, or other required materials.

Residency status is not retroactive for previous semesters. All applications and supporting documents must be submitted to the Office of Registration and Records by the first day of classes for the term in which you are requesting a change.

Application deadlines

  • Summer: Applications are open March 1 through the first day of summer classes.
  • Fall: Applications are open March 1 through the first day of fall classes.
  • Spring: Applications are open September 1 through the first day of spring classes.

Steps to apply

  1. Review Residency 101: Terms and Definitions.
  2. Review the list of provisions and exceptions for in-state residency to determine how you may qualify and what documents are required. International students should also review visa eligibility information for Ohio residency and tuition purposes.
  3. Complete and submit the Adobe Sign application for in-state residency for tuition purposes. Answer all questions on the application completely. Provide copies of all required documents based on your selected provision or exception.
  4. Check the email you provided for updates. If all materials are submitted, processing generally takes 7-10 business days.

Income sources that may make you ineligible if applying as financially independent

  • Support from individuals who are not Ohio residents
  • PLUS loan funds accepted from parents who are not Ohio residents
  • Savings and/or financial portfolios not held in your name for at least 12 months prior to the term of application
