Dear BGSU Faculty Colleagues:
In this seventh communication on implementing our new collective bargaining agreement, we wanted to make you aware of the new, streamlined, annual "common
review" process that will be introduced over the next three years and actions that will need to be taken to accomplish this transition.
Over the course of the current contract, we will simplify faculty evaluation by creating a common review process that incorporates all performance-based
decisions (e.g., merit, APR/EPR, reappointment) into a single, integrated process using a common online reporting system and a common time period (i.e.,
academic year) (Article 14, Section 10). A joint committee has been established to plan for and guide the implementation of this process, which is to be
completed no later than June 30, 2018.
As part of this transition, each academic unit needs to establish a clear definition of what is "unacceptable" performance in each performance area:
teaching/librarian effectiveness, research/scholarly activities, and service, and how it is distinct from current definitions of "fails to meet
expectations for merit" in existing merit policies. Failure to meet expectations for merit does not necessarily indicate an "unacceptable" rating. An
"unacceptable" rating is presumed to occur infrequently as it indicates a pattern of performance that is below an ordinary and acceptable level and
warrants attention. As defined by academic units and approved by the Dean, "unacceptable" ratings will result in an "extraordinary review" for non-tenure
track faculty members in years seven and beyond (Article 14, Section 5.3) or may initiate an "extraordinary review" for tenured faculty members (Article
31). In both cases, the extraordinary review process will help determine whether performance concerns can be resolved through remediation and, if so, how
best to return the faculty member to acceptable performance.
As per agreed-upon contract language, the definition of "unacceptable" performance must be determined by the unit faculty and Chair/Director with the
approval of the Dean before December 31, 2016. Guidance on how to complete this task will be provided to chairs and directors in the near future.
