Saitama University, or SaiDai, is for the student who feels fairly comfortable with thier Japanese language ability; all classes are conducted in Japanese. Don't let it intimidate you--an intensive Japanese language course is offered for international students. In addition, SaiDai is about an hour by train from the heart of Tokyo city.
