Ohio Residency for Tuition Surcharge Purposes |

BASIC GUIDELINES
The state guidelines provide several ways for an individual to establish residency for tuition purposes. The three main ways
of establishing residency are:
Regular Residency
C1 - Dependent Student - The dependent student of a parent or legal guardian who has been a resident of Ohio for the 12 consecutive
months immediately preceding enrollment is considered a resident.
C2 - Independent Student - An independent student who meets all o f the following criteria will be classified a resident.

The student must live in Ohio for the full, 12 consecutive months immediately preceding the semester s/he is applying for
residency.

The student must demonstrate his/her intent to become an Ohio resident by transferring applicable items of registration to
Ohio such as driver's license, voter registration and automobile registration.

The student must demonstrate that during the 12-month period while establishing residency s/he had sufficient Ohio based income
to meet all expenses without the need of money from outside the State of Ohio.
Instant Residency
C3 - Instant residency is granted to the spouse or dependent child of a person who is living in Ohio and working on a full-time
self sustaining basis in Ohio. Once the employed individual has established domicile in Ohio and has begun working in Ohio,
his or her dependents are eligible for residency starting the next semester.
Conditional Residency
E1 - Conditional residency allows an individual who is living and employed in Ohio on a self-sustaining basis to enroll on
a part-time basis as an Ohio resident. These students must demonstrate that they are self-supporting based on their employment
income. After 12 months of conditional residency the student may apply for regular residency.
Exceptions
E2 - A person who enters the United States military while a resident of Ohio and remains on active duty status as a resident
of Ohio (and his or her dependents).
E3 - A person on active duty status in the United States military that is stationed in Ohio (and his or her dependents).
E4 - A person who had been transferred by his/her employer beyond the territorial limits of the United States while a resident
of Ohio al long as Ohio remains the state of such persons domicile and as long as such person fulfill his/her tax liability
to the state of Ohio.
