In an effort to reward administrative service to the University, a plan to convert stipends into base salaries has been developed for department chairs and school directors (as defined by the Academic Charter) and associate and assistant deans with faculty rank. Stipends for these individuals are included in the base salary for purposes of merit and retirement contributions during all years of the term. Under past policy, the stipend and related benefits were removed when the person stepped down from the position. Under the plan, first implemented in FY 2002-2003, the stipend will be appended to the base salary permanently at the end of each term, subject to the following conditions.
Conditions of conversion. Conversion of stipends to base salary is not automatic. It will be approved by the provost only upon recommendation by the dean and with the assurance from the dean that the individual's performance has been highly meritorious. Annual assessments will document performance and determine eligibility for each year served. Conversion will take place upon completion of the term or at the end of the fiscal year in which the individual resigns from the position if prior to completing the appointed term.
Calculations for conversion. Calculations for the integration of stipends are based on the standard four-year term for department chairs and five-year term for school directors (as stipulated in the Charter), regardless of the actual length of the appointment. To determine the amount to be integrated permanently, chair stipends are divided by four and then multiplied by the number of years served with good performance evaluations. Each year successfully served is worth 25 percent of the stipend. A maximum of 100 percent of a Chair's stipend may be integrated at the end of each four-year term.
In order to assure that Directors are not disadvantaged by the length of their terms, their stipends are also divided by four and multiplied by the number of years served with good performance evaluations. Each year successfully served is worth 25 percent of the stipend. A maximum of 125 percent of a Director's stipend may be integrated at the end of each five-year term.
Associate and assistant deans with faculty rank who are serving without specified term lengths are eligible for integration of stipends on the basis of the standard four-year term or as negotiated with the college dean. No one is advantaged or disadvantaged by the length of time actually appointed. Individuals who serve partial, abbreviated, or extended terms are eligible for the same percentage annually as those who complete the standard four- or five-year term.
Reappointment. Upon reappointment, another full stipend will be added at the beginning of each new term. Conditions for conversion of each succeeding stipend are the same as for the initial appointment.
Eligibility. Department chairs, school directors, and associate and assistant deans with faculty rank are eligible for conversion of their stipends, as determined by the number of positive annual assessments. Individuals in interim positions will not receive conversion of stipend to base unless they are appointed to that position on a permanent basis directly following the interim service. In that event, the interim service will be credited toward the term length and considered for integration.
Stipend levels. Unless an individual currently has a different stipend level, department chair and school director stipend levels used for this conversion are:
$2000 for 10 or fewer FTE faculty members
$3000 for 11 to 20 FTE faculty members
$4000 for more than 20 FTE faculty members
