Minutes of the December 10, 2002 Meeting
The Board approved the minutes of the December 10, 2002, meeting, as written.

2002-03 Promotion and Tenure Recommendations
The Board approved Promotion and/or Tenure for the following individuals.

Personnel Changes Since December 10, 2002 Meeting
The Board approved the personnel changes since December 10, 2002, and further approved the appointment of Dr. John K. Ryans as a tenured Professor in the College of Business Administration.

Alternate Retirement Plan
The Board approved the proposed modifications to the Alternate Retirement Plan, as submitted.

Bond Issue: Refinancing and Utility/Basic Infrastructure and Residence Hall Improvement Projects
The Board approved the Resolution for the issuance and sale of not to exceed $30,000,000 principal amount General Receipts Bonds, Series 2003 of Bowling Green State University to provide moneys to pay costs of residence hall improvements, including network wiring to enhance information technology, and utility and infrastructure improvements to various University buildings to enhance utility savings and to refund the outstanding Series 1991 and Series 1992 Bonds.

Auxiliary Improvement Projects
The Board approved the proposed Out-of-Cycle Auxiliary Improvement Projects totaling $524,500, including $450,000 for the Kohl Hall Living Learning Center and $74,500 for the Saddlemire Student Services Building Elevator replacement.

Easements for Wooster Street Widening
The Board approved the proposed easements and right of way to the City of Bowling Green relative to the widening of Wooster Street.

Hillcrest Renovation
The Board approved acceptance of a $750,000 gift from the BGSU Foundation to proceed with renovating the Bowling Green State University President’s residence on Hillcrest Drive in order to enhance the current residence as a venue for development and public functions, while also improving its functionality as a private residence and addressing its critical infrastructure problems.

The Board accepted sponsored grants and/or contracts in the amount of $14,677,687.02 for the months of November and December 2002 and January and February 2003.
