Introduction
The records of the Toledo Board of Trade (TBOT) span the years 1849 to 1999. The history of the commercial organization is
reflected in the thirty linear feet of minutes, correspondence, legal documents, reports, printed material, and photographs.
Through the cooperation of Ginger Reid, executive manager of the TBOT, and Paul Yon, director of the Center for Archival Collections
(CAC), the records of the Toledo Board of Trade were donated to the archives in two installments. The initial material, eleven
linear feet, was received in July 1982. The bulk of the collection arrived in December 1999, shortly after the TBOT ceased
its operations. No restrictions exist on the use of this material and duplication is permitted for the purposes of preservation
and scholarly research. The records are available for patron use in their original form. In February 1983 Karen Snow, graduate
assistant in history, completed the first processing of the collection. In May 2000 the inventory and arrangement of files
was brought up to date by Roger Chapman, graduate assistant in American culture studies.
Agency History
The Toledo Board of Trade, a non-profit corporation composed of grain dealers, millers, feed manufacturers and processors,
was formed in 1849. Reorganized under the name of the Toledo Produce Exchange in 1876 (and changed back to the Toledo Board
of Trade in 1930), the organization was to become one of Toledo's most prominent commercial institutions.
Aside from providing an organized market place for buyers and sellers of grain to meet and conduct their trading, the Board's
purposes were many. It promoted and encouraged honorable and equitable principles of trade and gathered and disseminated commercial
information. More importantly, the Board was responsible for inspecting and grading the hundreds of millions of bushels of
grain that yearly flowed into Toledo railroad yards and freight elevators. The Board even maintained a transportation department
to negotiate freight rates with railroads.
That all changed in the mid-1970s. A series of grain-export scandals, mostly in New York and the Gulf Coast, emerged in 1975.
The corruption inspired the United States Grain Standards Act of 1976, which forced the TBOT to surrender grain weighing and
inspection to the newly formed Federal Grain Inspection Service (FGIS). This occurred in 1977, although the Toledo operation
was never implicated in the national scandal.
The new regulations caused the demise of one of Toledo's oldest commercial organizations. The remaining members of the former
non-profit Board of Trade voted to dissolve the corporation. Most of the Board-employed inspectors and weighing supervisors
went to work for FGIS.
Six major members of the former Board of Trade decided to charter a new for-profit corporation, the Toledo Board of Trade,
Inc., which began operations in 1979. The Grain Standards Act was mostly concerned with the regulation of export-bound grain
and it was discovered that the local board could still provide grain weighing (although not inspection) services at local
inland elevators and to the river elevators during those months in which there is no ship loading. The new Board of Trade
also published weekly figures of available stockpiles at all member elevators and reported all members' receipts and shipments
on a daily basis to the Chicago Board of Trade. The Board also compiled and published daily price quotations of Toledo cash
grain. But two decades later, on 31 December 1999, the Board permanently shut down its operations.
Scope and Content
The records of the Toledo Board of Trade, dating from 1849 to 1999, document the history of one of Toledo's oldest and most
prominent commercial institutions. Predominantly consisting of minutes, correspondence, reports, printed material and photographs,
the TBOT collection provides many avenues for research.
The strength of this collection lies in its application to the study of economics and agribusiness, especially as they relate
to the Toledo area. The source best suited toward such a study is the minutes of the Board of Trade. These minutes are complete,
except for one gap from 1853 to 1859, from the Board's inception in 1849 to its demise in 1999. As such, one can follow the
Board's membership, policies, functions, and financial transactions as they developed over time. Significant developments
include the grain weighing and inspection duties, rate and tariff regulation and trading floor operation.
In 1930, the Toledo Produce Exchange was reorganized under the title of the Toledo Board of Trade. As a result of this event,
the written documentation contained in the collection is substantially greater for the years after 1930. In addition to the
minutes, one can utilize the correspondence, various reports and printed material for studying the Board of Trade and its
relation to other Toledo commercial institutions. Of particular importance are the reports that significantly expand upon
the information contained in the minutes. Financial information can be obtained from the Accountant's Reports that contain
annual statements of cash assets and deficits and in the Annual Business Reports that contain grain receipts and shipments
from Toledo facilities. Other reports include the Annual Boat Reports, listing weekly vessels loading and destinations, and
the Official Market Reports, giving daily Chicago Board of Trade (CBOT) quotations. The collection also includes the Monthly
Letter and Bulletin of the CBOT, spanning the years 1985 to 1999. The collection's legal papers include details of court cases
before the Interstate Commerce Commission and information about the Toledo Port and Port Authority.
Finally, the written records of the TBOT are complemented by a significant photograph collection. The photographs, which date
from 1876 to 1968, include numerous individual portraits of the organization's presidents and chief inspectors. Also included
in the photographs are group portraits of Board members.

PROCEEDINGS
MINUTES: TOLEDO BOARD OF TRADE 1849, 1851-1852, 1860-1999. Arranged chronologically Contains information on the policies, membership, and operation of the Board of Trade including election of officers and committees
(including ballots and poll lists), financial reports, rates charged for grain weighing and inspection, wages paid to employees,
details of Board of Appeals cases, union information, votes on changes in rules and bylaws, committee reports, letters and
news clippings. These minutes are especially important for the years prior to 1930 as they represent the only complete source
for these years.
MINUTES: TRANSPORTATION COMMITTEE 1974-1976. Arranged chronologically Includes information concerning tariff rates and cases held before the Interstate Commerce Commission for fair trade regulation.

RULES AND BYLAWS 1856, 1866-1978 (scattered). Arranged chronologically Includes rules and regulations of the Board of Trade along with proposed changes for the above years. Additional information
and voting results on proposed changes can be found in the Board of Trade minutes.
ARTICLES OF INCORPORATION AND RELATED PAPERS 1877-1979 (scattered). Includes the Certificate of Incorporation of the Toledo Produce Exchange (1876), the Act to Authorize the Incorporation of
Boards of Trade and Chambers of Commerce (1876), S.B. No. 406 to Authorize the Incorporation of Boards of Trade and Chambers
of Commerce (1877), two copies of the Certificate of Amendment of the Toledo Produce Exchange (1930). This file also contains
testimony presented by the Toledo Produce Exchange to the Ohio Legislature, expressing opposition to the proposed state control
of grain inspection (1879). In addition, this file includes an original copy of the Certificate of Incorporation of the Toledo
Oil Exchange (1890). This material is located in Box 11 (Folder 10) and Oversize Flat.

SUBJECT FILE: GRAIN INSPECTION 1938-1998 (scattered). This file of over one hundred folders is divided into two parts. The first box consists of grain sampling guidelines, papers
on the TBOT grain inspectors, certification records, in-house reports, materials on training programs, press releases, papers
pertaining to conferences and meetings of various organizations (including the Grain and Feed Dealers National Association
and the National Association of Chief Grain Dealers), and miscellaneous papers pertaining to the technical aspects of grain
inspection. The second box largely consists of materials pertaining to the governmental regulation of grain inspection, including
much information about the federal takeover of inspection as was mandated by the US Grain Standards Act.
SUBJECT FILE: WEIGHING DEPARTMENT 1939-1998 (scattered). Consists of documentation specifying the TBOT's weighing procedures, fees and services, scale tests, lists of weighmen, and
weighmen's certificates and oath forms. There are also papers and correspondence from the Association of American Railroads,
Interstate Commerce Commission, Federal Grain Inspection Service, Terminal Grain Weighmaster's National Association, and the
National Scalemen's Association. There are also papers, including some news clippings, on grain scandals and silo explosions.
The booklet A Case History of a Recent Grain Swindle details a weighing fraud that occurred in Maumee in the early 1960s.
SUBJECT FILE: GRANGE 1937-1987 (scattered). Consists mostly of papers, correspondence, and other documentation pertaining to member organizations of the TBOT and some
other grain elevators. The files include: The Andersons, Cargill, Cereal Food Processors, Commodity Credit Corporation, Continental
Coffee, General Mills, Michigan Elevator Exchange, Mid-States Terminals, National Biscuit Company, Nabisco Company, and Rice
Grain Company.
SUBJECT FILE: RAILROAD AND ROUTING 1929-1996 (scattered). These papers pertain to the TBOT and its business dealings with railroad grain haulers. Several files include correspondence
and other materials from and about the Interstate Commerce Commission, including grain-routing legal cases.
SUBJECT FILE: AMERICAN FEDERATION OF GRAIN WORKERS UNION, LOCAL 58 1957-1977 (scattered). Arranged chronologically by type of record. Contains minutes, correspondence, grievance reports, negotiations, and contracts of the American Federation of Grain Workers,
Local 58, to which many of weighmasters and grain inspectors of the TBOT belonged.
SUBJECT FILE: TBOT PERSONNEL 1951-1981 (scattered). Consists of the TBOT work rules and policies, accident reports, employment reports, employment records, vacations and overtime
tabulations, employee oath forms, personnel lists, employee birth certificates, and individual files.
SUBJECT FILE: TBOT PENSION 1955-1979 (scattered). Consists of the TBOT employee retirement papers, including profit sharing, pension papers, and individual files. Correspondence
and materials to and from Aetna comprise a large part of this subject file. Also, there are reports and papers from Wyatt
and the American Federation of Grain Millers.
SUBJECT FILE: GROUP HEALTH INSURANCE AND WORKMEN'S COMPENSATION 1938-1998 (scattered). Consists of correspondence and papers to and from the Ohio Bureau of Workmen's Compensation, various insurance policies that
covered the TBOT (including Blue Cross Insurance), and commercial brochures from Careworks.
SUBJECT FILE: MISCELLANEOUS OFFICE 1968-1996 (scattered). This file consists of the TBOT office procedures and two folders pertaining to Crusades of Mercy and United Appeal.
SUBJECT FILE: TBOT SOCIAL EVENTS 1941-1999 (scattered). Consists of papers and invitations for the TBOT annual dinners and picnics. The Jubilee Dinner (1951) and the 100th Anniversary
Dinner (1976) marked important milestones for the TBOT.

TBOT ACCOUNTANT'S REPORT 1930-1998, 1969 missing. Arranged chronologically Consists of annual reports including assets, revenues, expenses, accounts receivable and balance sheets for the TBOT.
TBOT ANNUAL BOAT REPORT 1954-1998. Arranged chronologically Includes weekly listings for each year of name of vessel, date loaded, destination, and type and amount of grain loaded from
the Toledo Port.
TOLEDO GRAIN SHIPMENTS AND STOCKS 1860-1998. Arranged chronologically Consists of listings of total Toledo grain shipments, including ship, rail, and truck. The grain shipment reports span the
years 1860-1992, being more detailed after 1969. Toledo grain stocks are listed for the years 1967-1998.
TBOT DAILY CASH GRAIN PRICES 1971-1993. Arranged chronologically Consists of the Toledo truck bids for grain, which prices were based on the Chicago Board of Trade figures.
TBOT ANNUAL BUSINESS REPORT 1929-1998. Arranged chronologically Contains names of officers and committees, past presidents, lists of members and names of member firms of the Toledo Board
of Trade as well as Toledo are elevator capacities, grain inspections completed, and movements, receipts and shipments of

Board of Trade Bulletin (1985-1994) and the Chicago Board of Trade Monthly Letter (1985-1999), the Chicago Boat Report (1981-1982)
and the Minneapolis Boat Report (1981-1999).

PHOTOGRAPHIC PRINTS 1876-1981, n.d. (scattered). Arranged chronologically by subject. Consists of individual portraits of prominent members of the TBOT as well as group portraits of Board members. An album contains
photos and clippings and other materials for the years 1940-1976, offering images of the inspection crews for The Andersons,
Cargill, Michigan Elevator, Mid-States, and Rice Grain, the TBOT lab room and scales, the TBOT strand diverter and spout,
the conference participants attending the annual meetings of the National Association of Chief Grain Inspectors, the TBOT
picnics and dinners, and various personnel.
