Harper has made an impact in the mental health field for 30 years. He started as a social worker at Lima State Hospital and
then was social work director for Cambridge Mental Health and Development Center. He also was director of client services
and programs for Quadco Rehabilitation Center in Stryker and an assistant professor for social work at BGSU for 10 years.
He has served as executive director for mental health services agencies in northwest and northeast counties, most recently
for the Lorain County Board of Mental Health. He earned his bachelor’s degree in social work from BGSU in 1976 and master’s
degrees in public administration and social work from Ohio State University in 1981.
