Project Summary
Ukraine
had advanced more slowly down the road toward significant political and economic
reform than its Polish, Czech and Hungarian neighbors. The European Union
and the United States joined together to address the needs of this strategically
important nation of 50 million people with a major effort focused on instilling
democratic principles and skills in succeeding generations of Ukrainian youth
who will play a vital role in sustaining continued democratization in Ukraine.
This effort took place under the auspices of the Transatlantic Civil Society
Program in which the Education for Democracy in Ukraine project represented
the U.S. contribution to this international program.

On January 10, 2000 the Mershon Center, The Ohio
State University was issued a contract from the U.S. Department of State,
Bureau of Educational and Cultural Affairs, for the conduct of the project, “Education
for Democracy in Ukraine.” The Civic Education Program (CEP) of the
Mershon Center at The Ohio State University had overall responsibility for
the project and worked cooperatively with CIVITAS International (France),
the Instituut Voor Publiek En Politiek (Netherlands), the Ukrainian Regional
Association of Teachers in History and Social Studies (DOBA) and the Center
for Citizenship Education, Warsaw (CCEW).
The project, designed in response to the DOS contract, consisted of a variety
of activities and components to promote the advancement of civic education
in the educational system in Ukraine. The principle goal of the project was
the development of curriculum and materials for teaching civic education
in 9/10th grade of Ukrainian schools. However, the project was also tasked
with several other goals including improving relations with the Ukrainian
Ministry of Education, developing the Ukrainian partner NGO and devising
a cooperative model for working with the EU partner. For this reason, the
project was designed with six components that spanned the policy and practice
of education for democracy.
