Participation in Regional Transit Authority

- Creates an additional procedure for subdivisions to join a regional transit authority that levies a property tax and that includes a county having a population of at least 400,000 and to allow a subdivision that is a member of such a regional transit authority to withdraw from the authority.

Counties, municipalities, or townships may propose to join a regional transit authority (RTA) for a period of three years or for no time limited period. The subdivision’s proposal must be presented to specific authorities within the RTA and the members must decide by a majority vote within 30 days whether or not to accept the subdivision’s proposal. If the proposal is approved, it may be placed on the ballot for voters to decide whether or not they would like to participate in the RTA as the subdivision has proposed. If a subdivision wishes to withdraw from the RTA, this bill details how they may go about placing a withdrawal issue on the ballot for subdivision voters. If the subdivision’s voters approve of withdrawal, the subdivision may withdraw from the RTA and receive all property tax money not already owed to the RTA.
