- Creates the Special Education Scholarship Pilot Program to provide scholarships for disabled children in grades K through
12 to attend alternative public or private special education programs in fiscal years 2012 through 2017.

law and rights under the pilot program, and requires school districts to distribute that document to the parents of all special
education students.
- Requires the Department of Education to conduct a "formative evaluation" of the pilot program by December 31, 2013.

Ohio S.B. 12, 128th General Assembly – All-Day Kindergarten Funding http://www.legislature.state.oh.us/bills.cfm?ID=128_SB_12
- Provides for full formula state funding for all students enrolled in all-day kindergarten classes in schools operated by school
districts and community schools by permitting those students to be counted as one full-time equivalent (FTE) student in student
counts used for funding purposes.
- Eliminates the current poverty-based assistance payment for all-day kindergarten, which provides some all-day kindergarten
funding to school districts and community schools with relatively high concentrations of poverty.
- Eliminates a provision permitting school districts to charge families for all-day kindergarten services if the districts do
not receive poverty-based assistance for all-day kindergarten.

Ohio S.B. 24, 128th General Assembly – Nutritional Standards – School Vending Machines http://www.legislature.state.oh.us/bills.cfm?ID=128_SB_24
- Establishes nutritional standards for food sold to students through a vending machine in schools operated by school districts,
community schools, and STEM schools.
- Restricts the sale of beverages to students through a vending machine in schools operated by school districts, community schools,
and STEM schools.
- Prohibits the sale to students through a vending machine of specified beverages in a size that exceeds 12 ounces.
- Prohibits school districts, community schools, and STEM schools from permitting the sale to students through a vending machine
of any beverage that is carbonated or that contains more than 150 calories per serving.
- Specifies that the restrictions regarding food and beverage sales described in the bill do not apply to food and beverage
items sold in vending machines accessible only to school district, community school, or STEM school employees.
- Requires school districts to adopt standards governing beverage sales on school premises (in addition to food sales as under
current law) and applies the requirement for adoption of standards regulating food and beverage sales on school premises to
community schools and STEM schools.

- Directs the State Board of Education, by December 31, 2009, to adopt health education standards for grades K to 12 that are
closely modeled after the National Health Education Standards developed by the Joint Committee on National Health Standards.
- Creates the Office of Healthy Schools within the Department of Education to administer health and safety-related services
and programs.
- Transfers from the State Board of Education to the Office of Healthy Schools the responsibility for developing guidelines
for school districts to follow in adopting standards for food sold on school premises, and makes compliance with the state
guidelines mandatory (rather than optional, as in current law).
- Eliminates the requirement that school districts emphasize sexual abstinence when providing venereal disease education (renamed
"sexually transmitted infection prevention education" by the bill).
- Establishes instructional and content standards for school districts, community schools, and STEM schools that offer comprehensive
sexual health education.
- Requires each school district, community school, STEM school, and ESC that offers comprehensive sexual health education to
excuse a student from the instruction upon the request of the student's parent.
- Requires instructional materials used in a comprehensive sexual health education program to be made available for inspection
by parents.
- Requires each school district, community school, STEM school, and ESC that offers a comprehensive sexual health education
program to provide periodic training for the program's teachers.
- Names the bill the "Healthy Students Act."

- Creates the Healthy Farms and Healthy Schools Grant Program, to be administered by the Director of Agriculture, to provide
